Gentlemen:
Haddam Neck Plant Millstone Nunlear Power Station, Unit Nos. 1 and 2 Increased Range of Radiation Monitors In Ref erence (1), Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) provided a thorough rationale justifying the position adopted on h REG-0578, Item 2.1.8.b, Increased Range of Radiation Monitors.
Exception was taken to the Staff proposal, and an alternative providing what was judged to be a superior method of fulfilling the objectives of the requirement was described in detail.
Subsequent verbal communications with the Staff were not productive, in that the arguments presented were evaluated by the Staff to be inadequate to justify the adequacy of the alternative.
As a result of these discussions, CYAPC0 and NNECO verbally committed to develop procedures in accordance with the criteria delineated in Reference (2) on December 11, 1979. The purpose of this letter is to formally document this commitment, as all three plants will have these procedures in effect by 1592 200 7 91' 17 0 AT 'f 2

t e January 1, 1980. This approach is being adopted despite CYAPCO's and NNECO's continued belief that the method described in Reference (1) is adequate to fulfill the intent of Requirement 2.1.8.b.
