Docket No. 99900279/79-01 NOTICE OF DEVIATION Based on the resalts of an NRC inspection conducted on September 4-7, 1979, it appears that certain of your activities were not conducted in accordance with NRC requirements.
Criterion V of Appendix B to 10 CFR 50 states: " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished." Deviations from these requirements are as follows:
A.
Quality Assurance Procedure 12.1, Control of Measuring and Test Equipment, states:
a record must be maintained for all measuring and test instruments and that completed calibrations data identi-fied on the " Schedule and Calibration Reports" will show zero adjustments with calibrations verified at numbered increments at the full, middle and low portions of the instrument scale.
Contrary to the above, the calibration laboratory of the Westminster Plant marked the QA calibration card of several instruments they have calibrated as, " Calibration 0.K.",
without providing detailed calibration data of zero to full scale adjust-ments or readings within specified accuracies, example:

QA Manual Section XV, nonconforming materials, parts or components, paragraph 2.4, states in part, "All material and equipment identified as nonconforming.
. will be physically segregated, insofar as practical, in designated areas."
Contrary to the above, nonconforming components in the 5600 Motor Control Center assembly area were being discarded into a metal basket or bin, that had been used for transfer of useable stock items without marking or iden-tifying the bin as a depository of " Scrap" materials.
