APPENDIX A NOTICE OF VIOLATION Westinghouse Electric Corporation Docket No 70-1143 Pittsburgh, Pennsylvania 15230 License No. SNM-ll20 Based on the results of an NRC inspection conducted on March 27-30, 1979, it appears that one of your activities was not conducted in full compliance with NRC regulations and conditions of your NRC License No. SNM-ll20 as indicated below. This item is a deficiency.
Condition 16 of your license states, "Notwithstanding the requirements imposed by Paragraph 7.2, Page 66, of application dated June 13, 1969, spacing of fissile units shall be pruvided as exemplified in Figure 3 of the May 26, 1972 letter (1) using a square surface area for each unit and (2) avoiding overlapping of such areas."
Contrary to the above, on February 13, 1979, the square surface area for a Maximum Permissible Value (MPV) posted for fuel pins stored in a fuel pin storage rack overlapped the square surface area for fuel pins permitted by a posting to be stored in a "gatling gun" fixture positioned in a glov: ' vox extension located directly above the storage rack.
