Oyster Creek Nuclear Generating Station Docket No. 50-219 Mark I Containment Long Term Program

Dear Sir:

The letter from D. G. Eisenhut to all Boiling Water Reactor Licensees dated October 2, 1979, required that we commit to perform addi-tional testing in the Full Scale Test Facility to confirm the conservatism in the condensation oscillation loads defined in the Mark I Containment Program Load Definition Report (LDR), NEDO-21888. The letter from L. J.

Sobon, General Electric, to D. G. Eisenhut, NRC, dated November 30, 1979, provided that commitment from the Mark I Owners Group. JCPSL concurs with the commitments made in that letter and request it be made part of our docket.

The letter from D. G. Eisenhut, NRC, to I. R. Finfrock, Jr.,

JCPSL, dated October 31, 1979, requested that we provide a schedule for submittal of the Long Term Program plant unique analysis. It is not possible to determine at this time precisely when our plant unique analysis will be completed, but it will most likely be in the fourth quarter of 1980.

Our primary emphasis is on the design and installation of various modifica-tions which will increase the margin of safety for the Oyster Creek torus.

Additionally, we have expended significant effort on the preparation of the various analytical models which will be required to complete the plant unique analysis. Since many of these analytical models are " state of the art", precise scheduling is difficult. In addition, changes in the load definition required by the NRC acceptance criteria will require significant reanalysis and redesign of modifications. It may be necessary to contact you regarding certain aspects of the acceptance criteria on a plant unique basis before we can complete the plant unique analysis.

By letter dated May 17, 1979, we submitted our schedule for com-pletion of modifications to the Oyster Creek torus in the resolution of the Mark I containment concerns. l Page 2 November 30, 1979 Director, Nuclear Reactor Regulation outage has been postponed to January 5, 1979. Therefore, enclosed is a new schedule for completion of the proposed modifications. Several of the items scheduled for completion during the previously scheduled Fall 1979 outage will be completed during the upcoming outage in January.

JCPSL presently plans to complete the remainder of the items which were scheduled for the Fall 1980 outage, during the Spring 1981 outage. How-ever, as discussed above, this is contingent upon the results of the plant unique analysis. If additional modifications are required as a result of this analysis, any changes to the enclosed schedule will be brought to your attention as soon as possible.
