SAFETY-RELATED PROCESS INSTRUMENTATION TUBIriG MOUNTING (Comanche Peak Stean Electric Station, Units 1 and 2)
Your letter dated October 11,1979 (Log #TXX-3055) specified the criteria to be used for the design and construction of safety-related process instrumentation tubing supports at the Cornar.che Peak Steam Electric Station. We have concluded they provide an acceptable statement of the design criteria for the identified process instrument tubing supports.
In the opening paragraph of your letter you make a statement that a description of the methods for handling this equipment (i.e., the criteria for designing these supports) is not required by Regulatory Guide 1.70, " Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants;" or NUREG 075/87,
" Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants." We cannot agree because we regard Section 3.9.3 of these docu-ments as requiring descriptions of the component supports for all ASME C1 ass 1, 2 and 3 equipment including the instrument tubing.- In either case, we request that you include the criterion given in your letter in a future amend-ment to the FSAR.
Although we conclude your statement of design criteria will provide assurance of structural integrity and therefore is acceptable, we believe a Code Case or Code revision will be required if you wish to have the pertinent instrument lines Code Symbol Stamped and have Code Data Reports filed covering these lines 1403 30 7911280 OW

Unless such a case was enacted or the Code revised, those portions of your ASME Class 2 or 3 instrument tubing meeting Criterion 6 would not meet NC/ND 3674 and therefore could not be Code Symbol Stamped or be covered by a Code Data Report.
