SYSTEMATIC EVALUATION PROGRAM (SEP) TOPIC V-3 Overpressure Protection was identified in our April 16, 1979 letter as a topic that did not need to be reviewed in the SEP because the issue was being resolved by an ongoing generic basis.
Subsequently, the Commission's staff applied its generic recocmendations to Yankee Rowe. On September 14, 1979 Amendment No. 59 to Facility Operating License No. DPR-3 was issued.
This amendment implanented administrative controls and hardware changes to provide protection for Yankee Rowe from pressure transients at low temperatures by reducing the probability of initiation of a transient and by limiting the pressure of such transients to below Appendix G limits.
The issuance of Amendment No. 59 brings Yankee Rowe into compliance 1:ith the current NRC criteria. Accordingly, our review of SEP i'opic V-3 is complete.
This evaluation will be a basic input to the integrated safety assessment for your facility.
The subject assessment compares your facility design with the criteria cutrently used by the staff in licensing new facilities. This assessment may need to be re-examined if you modify your facility or if the criteria are changed before we complete our integratea assessment.
