Dear Mr. Reid:

On October 22, 1979, Florida Power Corporation received your letter dated October 17, 1979, requesting additional information concerning loss of Of fsite Power Events at Crystal River Unit 3.

Yo ur letter identified 5 Licensee Event Re po rts, dated November 28, 1977, January 4, July 10, and August 2 and 16, 1978, which indicated a loss of of fsite power had occurred at Crystal River Unit 3.

Enclosed, for your review, is our response to your letter, which clar-ifies that the five above-referenced events were actually sup port system failures and that, to-date, Crystal River Unit 3 has never experienced an actual loss of offsite power.

RESPONSE TO NRC REQUEST FOR ADDITIONAL INFOR!!ATION Crystal River Unit 3 has never experienced an actual Loss of Offsite Pcwer (all or partial) since commercial operation. Ihe events noted in your October 17, 1979, letter were actually failures of a support system for the of fsite circuit. Three (3) cases were due to a fail-ure of a sump pump in a cable tunnel, in which the control circuits for the 230 kV substation breakers pass through. The other two (2) cases were d ue to battery conditions of the Crystal River Unit 1

battery, which supplies DC control power for the 230 kV substation breaker.

For all five (5) cases, the offsite circuit was never interrupted and the unit continued operation as normal. Therefore, the questions contained in the enclosure of your letter are not applicable to Crystal River Unit 3. 1396 253 ECSekcT04(DN-88)
