Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell of the Region IV

Office on October 30-31, 1979, of activities authorized by NRC Licenses, Nos.

R-92 and SNM-180, and to the discussion of our findings with Dr. Klein and

Mr. J. A. Burack of your staff at the conclusion of the inspection.

The areas examined during this inspection was your program for protecting

against industrial sabotage and safeguarding special nuclear material pursuant

to applicable provisions of 10 CFR Part 50, " Licensing of Production and

Utilization Facili_ ties," Part 73, " Physical Protection of Plants and "!aterials";

and specific requirements of NRC Licenses, Nos. R-92 and SNM-180. Within this

area, the inspection consisted of selective examinations of procedures and

records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no items of noncompliance with NRC require-

ments were identified.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of findings of your control

and accounting procedures for safeguarding special nuclear materials and your

facility security procedures are exempt from disclosure; therefore, the

inspection report will not be placed in the Public Document Room and will

receive limited distribution.
