Thank you for your response cf July 5 to several questions posed by NRh

- regarding India's nuclear propra s and policies in connection with our considerati,on of export license application XSMM-13'9.

The recent _ changes in.the Indian government leadership could, of course, '

have an important bearing on our deliberations with regard to this and other pending exports for India.

Accordingly, as soon as you believe that the situation in India has stabilized sufficiently to permit the Executive Branch to assess the inplications of the covernmental changes, the Comission would appraciate receiving the Executive Branch's assessment of the impact of these develop-ents on the Executive Branch analyses of March 23 and July 5 concerning the Tarapur fuel export license application, including an evaluation of the likely policy of the future Indian government with regard to nucleer explosives development.

The Cc= mission will defer its final consideration of XSU"-13[9 and the related Tarapur conconent cases (XCOM-290 and 250) ontil receipt of your response to this letter. Thank you for your cooperation in this tatter.
