Dear Tom,

As you may recall, in August the NRC raised a question concerning the changing situation in the Indian Government and indicated we would defer final consideration of XSBN-1379 and related component cases until we received a response from the Executive Branch.

(See enclosed letter from J. Shea to L. Nosenzo, August 15,1979.)

Since we said we intended to defer action until we received a response, would you please inform us in advance if you intend to use the Presidential approval route so we may have the opportunity to act without your response.

Finally, another export license application for fuel (XSBN-1569) is currently pending in the Executive Branch.

I would appreciate the Executive Branch including in its views on this license an assessment of the concerns raised in the August 15 letter.
