bv PRELIMINARY NOTIFICATION March 21, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT

--PNS-79-23 This preliminary notification constitutes EARLY notice of an event of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Florida Power Corporation Crystal River, Unit f.3 Docket No. 50-302 Crystal River, Florida

SUBJECT:

BOMB THREAT On March 21, at 2:25, 2:30 and 2:35 a.m., telephone threats from an unknown male caller were received by a guard at the fossil fuel plant

. located next to the nuclear unit.

During the first call, the caller stated that a bomb was " planted somewhere in the trailer complex" and hung up.

The trailer complex is located approximately 150 yards outside the nuclear plant protected area.

During the second call, the caller instructed the guard to " follow the red, white and blue telephone lines" and again hung up.

On the third call, the caller stated that the bomb was " hooked to the intercom system between trailers 3 and 4."

All three calls were apparently from the same person who sounded intoxicated.

A search of all trailers in the complex was completed at 4:43 a.m. with negative results.

The licensee notified the FBI and local authorities.

No media interest is anticipated.

No news release is planned by the licensee or NRC.

The state of Florida has been informed.

The I AT has been notified.

Region II (Atlanta) received notification of this occurence by telephone from the licensee at 3:15 a.m. on March 21.
