October 8,1979 Page 1 of 2 FORT ST. VRAIN NUCLEAR GENERATING STATION PUBLIC SERVICE COMPA'iY OF COLOARDO 16805 WELD COUNTY ROAD 191/2 PLATTEVILLE, COLORADO 80651 REPORT NO. 50-267/79-44/03-L-0 Final IDENTIFICATION OF OCCURRENCE:

On October 8,1979, plant operating personnel found that the level in the die-sel fu21 oil tank for the engine driven fire pu=p was less than the required 325 gellons. This is a degraded mode of : O 4.2.6 and is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT

DESCRIPTION

On October 8,1979, the plant was operating at 36*: thermal power and 105 MW electrical power. Operating personnel were performing surveillance tests on the fire water pu=ps and after running the engine driven fire pu=p, checked the fuel oil tank level using both the installed gauge and a dipstick per ap-proved procedures. The level gauge was indicating 475 gallons while tne dip-stick indicated only 274 gallons. This equipment is checked monthly and had agreed the previous month and the fuel level had been greater than the required 325 gallons. However, with the engine usage during the month and the level gauge reading wrong the fue] level dropped below that required by Technical Specification LCO 4.2.6.

A plant trouble report was written to repair the gaa;;e and fill the fuel tank to the proper level.

CAUSE

DESCRIPTION:

The fuel gauge reading incorrectly was the cause of the insufficient level in the fuel tank.

CORRECTIVE ACTION:

The tank was filled within 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
and at that time the gauge and dipstick read the same. The mechanical level gauge was checked and found to be oper-ating properly. It had apparently freed itself when the tank was filled.

There was no affect on public health or safety and no further corrective action is anticipated or required.
