We have received and reviewed your letter dated October 13, 1971 requesting a determination ro6arding cold eligibility fbr three members of your staff.
Based on our review of your letter, and the attached resumes, we have determined that Messrs. Gilbert,Iarizza, and Beers will meet cold eligibility requirements pursuant to.loction 55 25(b) of 10 CFR Part 55 providing they participate in the startup program of ' DEI Unit fl, during which they manipulate the controls of the reactor through several reactor startups from a substantially suberitical condition to a low power level. In addition, we believe that it will be hi hly 6
desirable that these individuals participate in normal shift operations durin6 the startup and operation of 'BEI Unit fl.
Upon meeting the other requirements of Section 55 25 these individuals will be eligible for ccid av==htion for 'D(I Unitf2.
