Arnold Senior Vice President Metropolitan Edison Company 260 Cherry Hill Road Parsippany, New Jersey 07054 Dear Mr. Arnold; With respect to your investigation and proposed repair of the defective pipe welds in Three Mile Island, Unit 1, we have reviewed your submittals (Letters dated August 15,1979 GQL 1059 and September 5,1979 GQL 1141) and infomation obtained during the Three Mile Island (TMI) site visit on October 3,1979, to clarify some of the staff's ccncerns.
Your investigation shows that the defective pipe welds have been classifi&d Intergranular Stress Corrosion Cracks (IGSCC) in the heat affected zone of '
the welds. As a result of our reviewseffort, we request that you submit the following infonnation described in the enclosure in order that we may complete our evaluation of the screening and repair technique.
Part of.your submittal should include a surveillance program as requested in the enclosure.
You are requested from the date of this letter to submit this infomation in accordance with the following schedule.

DEFECTIVE PIPE WELDS AT TMI-1 DOCKET NO. 50-289 l
' Furnish the repair procedures for pipes with 1GSCC including details of buttering techniques.
Include laboratory test results and metallo-graphy reports performed to support the use of such buttering techniques.
2.
Provide information regarding material selection, noting specified carbon limits, for replacement; pipe and filler metal.
3.
Provide locations of the 40 welds which were identified as containing rejectable reflectors from the UT evaluation.
Identify the welds that will be repaired. prior to restart, if restart is authorized, and those welds with indications to be left in the pip.ing and monitored to ascertain potential flaw growth rate.
4.
Provide the technical basis for UT procedures used for evaluation of the indications identified from the initial screening.
5.
Provide the pipe analysis of the piping systems for which cracks will not be removed based on the maximum allowable flaw size when seismic, mechanical, residual and thermal loads are applied.
6.
Provide the surveillance program for the susceptable Safety Related pipe systems with Type 304SS including the basis for sampling. As a minimum, the information should address the type a'nd frequency of inspection.
In addition, provide the acceptance criteria which ensures that sufficient margin exists. A basis should be included which demonstrates that the frequency, extent, and sensitivity of the planned inspection are adequate to detect flaw sizes established in the acceptance criteria.
7.
Provide the final report including the results of tests and evaluations by the licensee and contractors which aids in dcrining the cause of pipe cracking and support the efficacy of the corrective action taken.
