UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-309 7590-01 MAINE YANKEE ATOMIC POWER COMPANY NOTICE OF PROPOSED ISSUANCE OF AMEhDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) is considering issuance of an amendment to Facility Operating License No. CPR-36, issued to Maine Yankee Atomic Power Company (the licensee), for operation of the Maine Yankee Atomic Power Station (the facility), located in Lincoln County, Maine.
In accordance with the licensee's application for amendment dated September 18, 1979, the amendment would revise the provisions in the Technical Specifications to permit the expansion of the facility's spent fuel storage capacity from 953 to 1545 spent fuel assemblies through a modified spent fuel pin storage concept involving the disassembly of spent fuel assemblies and reassembly into consolidated fuel bundles desioned to nrovide a more compact fue.1 pin array within the existing spent fuel racks. Accordingly, the amend-ment would not involve an increase in storage locations.
Prior to issuance of the proposed license amendment, the Commission will have made the findings required by the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's regulations.
By NOVEER 2 3 M9 ', the licensee may file a request for a hearing with respect to issuance of the amendment to the subject facility operating license and any person whose interest may be affected by this proceeding ana who wishes to participate as a party in the proceeding must file a written petition for leave to intervene.
Requests for a hearing and petitions for leave to intervene shall be filed in accordance with the Comission's " Rules of Practice for Domestic Licensing Proceedings" in 10 CFR Part 2.
If a request for a hearing or petition for leave to intervene is filed by the above date, the Comission or an Atomic Safety and Licensing Board, designated by the Comission or by the Chairman of the Atomic Safety and Licensing Board Panel, will rule on the request and/or 1312 105 77 me s/%;
7590-01 petition and the Secretary or the designated Atomic Safety and Licensing Board will issue a notice of hearing or an appropriate order.
As required by 10 CFR 12.714, a petition for leave to intervene shall set forth with particularity the interest of the petitioner in the proceeding, and how that interest rnay be affected by the results of the proceeding. The petition should specifically explain the reasons why intervention should be per:1itted with particular reference to the following factors:
(1) the nature of the petitioner's right under the Act to be made a party to the proceeding; (2) the nature and extent of the petitioner's property, financial, or other interest in the proceed-ing; and (3) the possible effect of any order which ray be entered in the proceecing on the petitioner's interest. The petition should also identify the specific aspect (s) of the subject matter of the proceeding as to which petitione 9rvene. Any person who has filed a petition for leave t'.

Contentiens shall be linited to matters within the scope of the amendment under consideration. A petitioner who tails to file such a supp-lement which satisfies these requirements with respect to at least one contentien will not be permitted to participate as a carty.
