REVISED ESTIMATE OF CONSTRUCTION COMPLETION DATE FOR MIDLAND The visit by the NRC staff!s Caseload Forecast Panel on September 18-19, 1979, to the site for Midland Plant, Units 1 & 2, has resulted in a further slip in the Panells projected completion date for Midland Unit 2.
The Panel's revised estimate for completion of Unit 2 (the first of the Midland units scheduled for completion) is June 1982. As indicated in previous letters to the hearing boards for previous projections by the Panel, schedular estimates for this plant, although only a rough indication, could potentially be relevant and material to the Midland proceedings. Accordingly, I recommend that both the remand and OL boards be informed of the revised estimate by the Panel.
The revised estimate of June 1982 for Unit 2 completion represents a seven-month slip in the Panel's previous estimate of November 1981* **. The applicantls current estimate is June 1981***.
However, the applicant is currently developing a revised forecast (Forecast No. 6) to reflect recent increases in electrical quantities and the influence of TM1-2 issues and open licensing issues. Forecast No. 6 will be finalized in January 1980.
The estimate by the Forecast Panel does not include TMI-2 effects and is based principally upon the observed status of Midland construction coupled with the experience of previous plants at this construction stage.
