e7o anoAo STREET NEWARK. NEW JERSEY 07102 April 27, 1970 J. P. O'Reilly, Chief, Reactor Inspection and Enforcement Branch, Division of Compliance, HQ METR 0lVLI"AN EDISON COMPANY (THREE MILE ISLAND 1 & 2)

DOCKET NOS. 50-289 AND 50-320 The attached report of a visit.to the subject facilities on March 30 and 31, 1970 is forwarded for information. No items of non-conformance and no safety items were identified.

Met-Ed submitted se,veral samples of pipe supplied by Pipeco for in-dependent physical analysis. This action was taken by Met-Ed when they learned from Fort Calhoun that test results were questionable.

The results of the Met-Ed evaluation indicate that all samples met the ASTM specification, however, the Pipeco results for yield and elongation were consistently higher than other results. Met-Ed con-cludes that the pipe meets the code but, as extra assurance, they intend to make the field hydrostatic test sufficiently high to meet the' ASTM fabricators hydrostatic test requirement.

Met-Ed is reopeaing an investigation of valves fabricated by Alloyco.

A total of three stainless steel valves have been received at the site with cracks.

As requested by your memo dated February 4, 1970, the inspector re-viewed the circumstances concerning the rejection of ASTM A-358 pipe fabricated by Allegheny-Ludlum for Grinnel. Met-Ed performs vendor inspections for Grinnal. During one of these inspections, they con-cluded that the valley in some A-358 pipe manufactured by Allegheny-Ludlum was not allowed by the ASTM. Therefore, they advised Grinnel not to accept the pipe. In view of this questionable area, it is recommended that a vendor inspection be scheduled for Allegheny-Ludlum.
