Gentlemen:
By letter dated July 8,1975, we transmitted to you model technical specifications relating to shock suppressors and requested that you submit an appitcation to amend the Three !!1le Island Unit No.1 (T?lI-1)
Technical Specifications to incorporate these model technical speci-fications. By letter dated December 18, 1975, and by telephone on July 23, 1976, we advised you of revisions to the model technical specifications. By letters dated August 23, 1975 and Septenber 15 and October 19, 1976, you submitted proposed amendments to your Tecnnical Specifications in partial response to our request.
In each of your submittals, your proposed schedule for inspection of " inaccessible" snubbers was at variance with that Dresented in the model technical specifications. Specifically, whereas the codel technical specifications provide a schedule for inspection of snubbers wnich is designed to reflect observed snubber reif ability, you have proposed to conform to this schedule for inaccessible snubbers "if clant conditions pernit or during the first reactor shutdown thereafter." We have discussed with your staff the fact that the schedule in the model technical specifications would not recuire additional plant shutdowns for snubber inspections if your inspections confirm a high degree of snubber reliability. We have also stated, however, that if high reliability is not confirmed, rore frequent inspections as set forth in the nodel technical specifications are warranted. Despite these discussions, ve have been advised by your staff that you ce not agree to renoval of your proposed condition on the inspection schedule for "inacces-sible" snubbers as quoted above.
Because of the potential adverse effects on public health and safety which could result from an accident while ODerating with inoperable snubbers, we bu%ve that tecnnical specifications are a',1 Ap p

Cenpany g needed which will assure a high degree of snubber operability at all ticaes when the reactor is in operation. The basis for this position is provided in our Safety Evaluation, a copy of which is enclosed.
Accordingly, unless you infom us in writing within 20 days of the date of this letter that you do not agree with this course of action, including your reasons, we plan to initiate steps to issue the enclosed change to the Technical Soccifications of T:11-1.
