O CONSTRUCTION AND FUEL LOADING SCHEDULES The infornation systen on nuclear power plant construction and fuel leading which was explained to you a few months ago has been installed f u all Al Regulatory Operations Regions. Thus far, the results of this effort in giving visibility to construction progress at canagement levels of AEC have been most satisf actory, prinarily because of the excellent cooperaticn given by each utility involved in the program. The inforna-tion 1:hich you have provided to us has been nost usdul in the efficient application of AEC manpower with regard to your facility.

Because of the importance of proper scheduling of our manpower resources and because of the counting concern with the energy availability probica, it has become even more important for us to keep abreast of construction prcr.rcss and predicted dates for fuel loading and consercial operation in order that our manpcwer utilization can be allocated for increased efficiencies. We are sending to you, under separate cover, logic net-works covering the construction of your plants. We would appreciate it if you would provide the following information:

1.

Review the logic network for your plant (s) and supply any dates, including past dates, which may be nissing fron the diagran. Please incluue your estinated commere.*al operation date in addition to your core loading date following the box identified as " Core Loading."

2.

Identify slippages which have occurred in your construction schedule corresponding to a delay in those activities along the accented cen-tral line in the attached nettork. We need the delays, their nagni-tude and reasons to further assess this central line's definition as

" critical" to the completion of a construction project.

3.

Provide the fuel lead date you predicted when you filed your appli-cation for a construction permit, and successive predictions of the fuel loading date throughout the construction process.

Please explain the reasons for each change.

In cost cases, this will be a slippage but in some it will represent an earlier anticipated date.

This information is needed for us to assess the nagnitude, causes, and approximate length of time of fuel loading delays.

The infornation should be submitted to your Regional Of fice contact as a part of your nornal January proj ect schedule in support of the " yellow bool."

If you are unable to meet this schedule, please include the infor ation in the February submission.

In addition, please provide us with the name, address, and telephone number of a responsible person in your organization whom we may contact if necessary to discuss the inforuation requested above.

y Operations is instituting a procedure Effective incediately, e to closely monitor the completion of documentation and inplementation of certain programs crucial to the safe operation of nuclear pcwer plants.

The purpose is to assure timely and effective implementatica of these programs by focusing attention on then so that our inspection program, and the subsequent fuel loading date and operating license decision need not be delayed. Examples of programs subject to this procedure are as follaws:

Emergency Procedures Security Procedures Operational Quality Assurance Program Impletantction Power Ascension Test Program Procedures Review of Proposed Technical Specifications Environnental Monitoring Program Icplementation Radiological Health Procedures Operating Procedures Normally, representatives of the Regulatory Operations Regional office will contact designated representatives of your organization approxi-nately one year prior to the scheduled date for fuel leading to establish a schedule for docurentation and implementation of these prograr.s.

Con-tacts will also be cade for f acilities under construction with less than a year recaining before the scheduled fuel leading date. The latest acceptable date for cocucentation or implementation of all of these pro-grams wi'll be three months prior to the scheduled date for fuel loading, except for the Environmental Monitoring Progran, which cust be implemented

one year prior to fuel loading.

In addition, where the issuance of the operating license is being contested on a quality assurance issue, an acceptable Operational Quality Assurance Program must be implecented 30 days prior to the beginning of the public hearing. The Regional of fices will conitor your progress toward meeting the established schedule and will contact you, as appropriate, to ensure that the inspection program can be carried out ef fectively and efficiently.

It cannot be ehphasized too strongly that your progress toward accomplish-cent of these goals will have an inpact on the date which a decision can be made on the licensing of the nuclear pcwer plant in question.
