On July 7,1972, the United States Atomic Energy Commission published a Notice of Consideration of Issuance of Facility Operating License and No-tice of Opportunity for Hearing concerning the Three Mile Island Nuclear Station, Unit 1 (37 F.R.13360).
On September 1,1972, the Commonwealth of Pennsylvania (hereinaf ter re-ferred to as "the petitioners" or "the Comonwealth") filed a timely peti-tion for leave to participate in this proceeding as an interested state pursuant to 10 CFR 2.715(c).* The petition sets forth several specific and general issues with respect to which permission to participate is sought.

r 2-i a representative of an interested State which is not a party a reasona-ble opportunity to participate and to introduce evidence, interrogate witnesses, and advise the Commission without requiring the representative to take a position with repect to the issues.
In the event 'a hearing is held in thc captioned proceeding, the AEC reg-ulatory staff would have no objectirn to participation in the hearing by the petitioner pursuant to 10 CFR 2.715(c).
