Operating License DPR-50 Docket #50-289 Proposed Change #2 to Technical Specifications For TMI Unit 1 Technical Specification 3.h.T permits one of the half-si::ed motor-driven energency feedvater pumps required by 3.h.3 to be removed frc= service for maintenance indefinitely, provided that the reactor has never been

operated at greater than 55 cf rated thermal pcver. We propose that Technical Specificatien 3.h.T be rewritten to permit any. cne of the three emergency feedvater punps required by 3.k.3 to be recoved from service for maintenance subject to the same restriction.
To effect this proposed change, ve request that you approve and issue to us, the attached page 3-25 of the Technical Specificaticns as a replacement for the existing page 3-25 issued 5/10/Th.
Prior to the reacter being operated above 55 full rated pcVer, the decay heat renoval requirement is reduced by a factor of at least 20 below the decay heat rencval requirements which will exist after cperation at full rated pcVer. Ccnsequently, any cne of the three energency feedvater pumps has the capability to provide all the feedvater necessary for removal of all decay heat which would be present for all cperations up tc, and including, operaticn at 55 of rated pcVer. The energency feed-water system, shcvn in Figure 10-2 cf the Final Safety Analysis Report, si;ows that all three EFW pu=ps feed a Oc=cen header end, therefcre, any

ene of the three can feed bcth steam generators. Consequently, cperability of any two of the three EFW pumps provides cc=plete redundancy for emergency feedvater requirements for decay heat removal for cperations up to 55 of full rated pcVer. Redundancy of electrical pcVer supply is also assured since all three EFW punps can be lined up to either of the emergency busses.
Since adequate cooling for decay heat removal can be provided by any one of the pumps for reactor cperaticn up to 5% of rated power, this Technical Specificatien change insures redundant capability for adequate cooling for all operaticns up to 5% of rated power and, therefore, this change to the Technical Specifications does not involve a significant hazards considera-tion and vill not cause undue risk to the health and safety of the public.
