Box 542 Reading, Pennsylvania Centlement Recently you submitted a report entitled, " Reactor Building Ring Girder Surveillance Report", dated November 1973, to provide us with information on ring girder surveillance.

i We have examined this report along with the proposed Reactor Building structural integrity test and your proposed Technical Specifications, and feel that some action is needed before you conduct the Reactor i

I Building integrity test which, we understand, is scheduled for some time in February.

Because of the repair history of the Three Mile Island Unit 1, ring girder, we believe it is essential to know the nehavior of the ring girder during the integrity test when the concrete is under minimum compressive load.

The November surveillance report indicates no schedule for measurement during the integrity test or later building pressure tests.

Therefore, we request that you provide us with the following infore, tion before you conduct the Reactor Building integrity test:

1.

Describe the procedure which will be used to observe the behavior of the girder during the reactor building integrity test; this procedure should cover at least the observation of deformations, stresses and cracking patterns.

2.

Confirm or cinrify your intent to provide a comparison with predicted deformations, stress and/or strain values before prestressing, during 1585 098 3 th 791104080Zy
