AEC Eegulatory Operations personnal have been following tendon stressing operations on the reactor building of Three Mile Island, Unit 1.
They have noted to you their concern about the recessions measured on the upper bearing plates of the vertical tendons.
We understand that your procedure is written to allow recessions up to 0.25 inches and that you have measured recessiona approaching 60 percent of that value. In response to our concern your staff has suggested a meeting with us to discuss the basis of your specification of 0.25 inches maximum recession and your arguments to support its validity.
Because of our recent experience with this phenomenon in the Calvert Cliffs case (Docket Nos. 50-317/318) we strongly urge you to remove soms of these bearing plates for post-tensioning examination of the concrete beneath. We reco==nand that you explore those plates which have shown the greatest recession and have the resulta-of that a - 4 nation available before we meet. We are aware tMt you have the necessary equipment on site at this time and feel that prompt removal and examination of these suspect plates will be the nost expeditious resolution of our concern in this matter.
