In July, it was reported to us that inspection data taken during ne pre-stressing of the vertical tendons of the Three Mile Island, Unit I., reactor building indicated that some tendon bearing plates had recessed into the concrete. Such recession could, of course, be indicative of significant voids in the underlying concrete. While we avaited your investigation of this matter, we urged you in our August 17, 1973 letter, to obtain direct verification that there were no significant voids. We were aware that the tendon stressing crev was on the site at that time, which would facilitate bearing plate removal and restoration.

On August 29, 1973, memoers of the Atomic Energy Commission's staff visited the site to inspect the subject bearing plates and discuss the n:atter with your staff. As a consequence of that meeting, you submitted a special report, dated September 6, 1973, in which you argued, in summary, that:

The design of the concrete and its reinforcements is not deficient.

2.

The procedures used to pour the concrete were well planned and controlled.

3.

The measurements in question were intended as a safety control, not to measure recession.

4.

The technique used to take these measurements was faulty and the

.O vertical tendons, is not reliable.

Although physical inspection is confused by subsequent bushhammering*

of the concrete, there is no evidence of any recession by the bearin'g plates having occurred.

Based on the information available to us now, we do not believe that the h

!ictropolitan Edison Company let the matter rest there because of the number of plants, including y% r own, in which there have been serious problems with concrete quality.

Therefore, to provide a conclusive demonstration of the correctness of the analysee made to date, we will require the removal of at least two of the upper bearing plates for the vertical tendons to permit inspection of the concrete beneath. We recom:nend the bearing plates for tendons V-79 and V-105 for removal. Please notify the regional office of the Atomic Energy Commission's Regulatory Operations of your intent ar.d schedule prior to removing the bearing plates.
