ACRS (16) 5 extra cps At the present time your proposed Technical Specifications for Three Mile Island Unit 1 include an Inservice Tendon Surveillance Program (Section 4.4.2.1). The AEC has published guidance for the preparation of these programs as Regulatory cuide 1.35, Inservice Surveillance of Ungrouted Tendons in Prestressed Concrete Containment Stnictures (February 5, 1973). As part of your Technical Specifications you will be required to have a tendon surveillance program not necessarily identical to but at least equivalent to the program suggested in Regulatory Guide 1.35.

We have evaluated the program you proposed in Section 4.4.2.1 of the Technical Specifications and find it unacceptable. Please notify us within two weeks of the receipt of this letter of your proposals for an acceptable tendon surveillance program.
