TJHirons Your letters of May 31, 1974 submitted changes to the Three Mile Island Nuclear Station Industrial Security Plan and responses to our earlier inquiries on that plan. We have detemined that an acceptable physical security plan must provide for the use of armed guards; we believe that this feature of the security plan should be implemented as soon as possible. Your letter of May 31, 1974 states your intent to arm the guards at Three Mile Island Nuclear Station by January 1,1975.
We welcome your cocnitment to arm the guards but feel that you should accomplish this on a more urgent schedule since Unit 1 is already licensed. Please advise us as soon as possible of your ability to arm the guard 2; we consider July 1,1974 a more appropriate date of implementation.
During April of 1974, just before issuance of the Unit 1 operating license, some confusion arose about the details of security fencing and intrusion alams. Your representatives Indicated that these details, which affect the security of Unit I while Unit 2 is eder construction, would be addressed more specifically in the security plan amendment just received. These aspects are not covered in that amendment.
Therefore we request that you subnit another amendment within 30 days of receipt of this letter describing in detail the security arrangements _.
unique to that period when Unit 1 is operating and Unit 2 is still under construction.
