Mr. Robert C. Arnold Vice President P. O. Box 542 Reading, Pennsylvania 19603 Gentlemen:

In your Ictter of May 14, 1974, you submitted test results and further analysis of the ability of the Three Mile Island Unit I reactor build-ing spray pump motors to accelerate under load. We have reviewed the results of the analysis and test and are unable to arrive at a conclusion with regard to the acceptability of the reactor building spray pump motors. We believe that your assumption, that the diesel generator as a power source represents the worst case condition for starting the subject motors, may not be the most restrictive condition for auxiliary power to the plant. The design of the electrical systems on this station includes provisions for supplying power for sequencing and starting the engineered safety feature equipment from offsite (preferred source) power, if available. The onsite power (standby) is only utilized if offsite power is unavailable. Therefore, we request that you perform additional analysis, calculations, and testing to demonstrate the ability of the offsite power system to start and accelerate the subject motors in their proper sequence of the engineered safeguards loading with the following considerations for conditions at the site:

(1) minimum voltage conditions expected at the site (2) maximum expected system impedance during the life of the plant (3) maximum transformers' impedance (4) maximum cable impedance, and (5) maximum expected transformer loading (constant INA) when starting the reactor building spray pump motors.
