TBAbernathy, ITTIE 10 CFR Part 50, Section 50.34(b)(4) requires that analysis and evaluation of the design and perfomance of structures, systas, and caponents of the facility with the objective of assessing the risk to public health and safety and, in particular, including determination of the adequacy of structures, systems, and cmponents provided for the prevention of aeridents and mitigation of the consequences of accidents, be included in the Final Safety Analysis Report (FSSR).
A review of Docket No. 50-289 indicates that this docket is not cmplete with respect to analyses and evaluations concerning the design and perfomance of spent fuel handling systems in the Three Mile Tsland Unit 1 facility, particularly with respect to consideration of the probabilities and consequences of the accidental dropping of a spent fuel cask.
We, therefore, request that you furnish, as an amendment to the FSAR, additional infomation on your facility design and operating procedures related to spent fuel handling that demonstrates that the objective of Section 50.34(b)(4) of 10 CFR Part 50 is net, or will be met by appropriate plant modifications.
Considerations that should be inc1MM in your review are:
1.
Spent fuel integrity - Can a cask be positioned near spent fuel so that it could be deflected onto the spent fuel (e.g., by a cask drop on a pool edge or an eccentric drop caused by a break of the yoke or trunnion on one side of the cask)?

Integrity of critical safety systes and equipent - In moving a cask to or fra the spent fuel storage pit, does it pass over any systems or equipent i:nortant to safety which could be damaged by a cask dropf 1his should include cmsideratiori of the capability of floors to protect equipent or systems important to safety which are located below.

Integrity of a dropped cask - Could a cask be positioned so that i
the distance it could fall exceeds that for which casks arst required to be designed (30 ft per 10 CFR 71.36)?
In addition, please provide a description of all cranes and c.ttier equip ent currently installed that may be used in lifting, moving, or positioning shipping casks within the Three Mile Island Plant. This should tw1M e a description of:
(a) the perfomance specification as related to travel and hoisting speeds with range of loads and the operating recuirments; (b) the cmditions to which the crane (s) were designed; (c) the installation testing wrfomed, the preventive maintenance program and whether tw testing, maintenance, and operation are in accordance with ANSI B30.2; (d) the factor of safety based on yield that you believe to exist in the structural and mechanical <=panents of the arrrent crane (s) systms; (e) the control, holding, and emergency brakes for the hoisting system (s) and the type of brakes provided for trolley and bridge travel; (f) the maxian tortpe of the crane (s) complete hoisting systems with r~.ator(s) and motor controls and include such items as full load starting and the instantaneous stalling condition at full load and = vin== speed; (g) describe the safety and limiting devices that are installed to protect against hoisting failure (s) such as the protective features that would prevent a "two-blocking" situation from occurring should the load be raised too high.
Also, provide a description of all lifting devices, such as slings, hooks, ropes, and other devices used in lifting or moving casks.
s In the event your review indicates to you the need for plant modifications, you are urged to initiate the necessary action, pursuant to 10 CFR Part 50, Section 50.59, as soon as practicablo.
Please describe in your response to this letter any such planned modifications, including your schedule for their implementation and ycur findings, pursuant to Section 50.59, as to whether prior Comission approval is required.
