There is a certain degree of ambiguity regarding the technical specification of the maximum allowable heat-up and cool-down rates for the primary system.
The problem involves the time interval over which the specified temperature change is to be averaged. As an example, Technical Specification for Three Mile Island (TMI) Unit i limits the primary system heat-up rate to 50*F/hr at 550 pai. This could be interpreted to be equivalent to 5*F/6 min. In order to increase operational flexibility and to decrease the possibility of a Technical Specification violation, beat-up and cool-down rates, wherever specified, should be expressed in the number of degrees change "in any one hour".
Accordingly, please tabmit an application to change the appropriate parts of the Technical Specifications for TMI Unit 1.
Your application for amendment to the licence should be submitted within i
30 days from the date of this letter in three signed notarized originals and 37 conformed copies.
