Dear Mr. Gierbusso:
Operating License DPR-50 Docket No. 50-289 Proposed Change #1 to Technical Specifications for TMI Unit 1 We have reviewed the Technical Specificatiens which we received with our Operating License on April 19,197h, and would like to propose a change to Technical Specification 3.h.3 as hereinafter described.
Technical Specification 3.h.3 requires that the turbine-driven emergency feedvater pump and two half-sized motor-driven emergency feedvater pumps be operable whenever the reactor coolant system is heated above 2500 Motor-driven emergency feedvater pu=p EF-P2A is presently undergoing repairs and vill probably not be operational until after the scheduled date *or RCS heatup. For this reason we propose that Technical Specifi-cation 3.k.3 be rewritten to read as follows:
"3.k.3 The turbine-driven emergency feedvater pump and one half-sized motor-driven emergency feedvater pump shall be operable."
To effect this proposed change, we request that you approve and issue to us the attached page 3-25 of the Technical Specifications as a replacement for the existing page 3-25 issued h/19/7h.
Prior to co=pletion of zero power physics testing, we vill propose a second change to Technical Specification 3.k.3, which vill reinstate the

We believe this to be a reasonable course of action based en the fact that there vill be no significant decay heat as a result of ::ero power physics testing, during which reactor power vill not exceed five percent of full rated power.
