The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendment by Metropolitan Edison Company, Jersey Central Power & Light Company, and Pennsylvania Electric Company (the licensees) dated August 23, 1975, as supplemented September 15 and October 19, 1976, and March 9, 1977, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's J1es and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in confomity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with tre Comission's regulations; D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. DPR-50 is hereby amended to read as follows:
(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 30, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendrent is effective as Of the date of its issuance.

Ob9eetive To identify those cenditions for which the operability of snubbers is required and to identify the ti=e limits in which either the snubber must be made operable or reactor shutdown must occur.

Snubbers may be categorized in two groups, " accessible" or
" inaccessible" based on their accessibility for inspection during reactor operation.
These two groups may be inspected independently according to the above schedule.
All hydraulic snubbers whose seal materials are other than k.17.2 ethylene propylene or other caterial that has been demonstrated shall be to be compatible with the operating environnent visually inspected for operability at least every 31 days.

Experience at operating facilities has shev: that the required surveillance pregram should assure an acce;tatie level of snutter performance provided that the seal materials are co=patible with the operating environment. However, based upon the results of snubber inspection at TMI-1 and engineering analyses, Metropolitan Edison may propose for NRC review and approval an alternative pregra:
for snubber inspection which will provide assurance of an equivalent level of snubber performance.
The initial inspection interval for visual inspection is based upon the results of the inspection perfor=ed during the March-April 1977 refueling outage.
Snutters containing seal =aterial which has net been de enstrated by operating experience, lab tests, or analysis to te ce=;atitle with the operating enviren=ent should te inspected =cre frequently (every month) until =aterial ec=patibility is confir:ed er an a;;repriate changeout is c==pleted.

To further increase the assurance of snubber reliability, functional tests should be perfomed ence each refueling cycle. These tests vill include streking of the snubbers to verify proper pisten cove =ent, lock-up and bleed. Ten percent er ten snubbers, whichever is less, represents an adequate sa=;1e for such tests. Observed failures on these samples should require testing of additional u=its.
Snubbers designated in Table 3,16.1 as being in high radiation areas or these especially difficult to re=ove need not be selected for fun:tional tests provided operability was previously verified.

S. Nuclear Regulatory Cornission (the Commission) has issued Amendment No. ~30 to Facility Operating License No. DPR-50, issued to Metropolitan Ed uon Company, Jersey Central Power and Light Company, and Pennsylvania Eicctric Company (the licensees), which revised Technical Specifications for operation of the Three Mile Island Nuclear Station, Unit No.1 located in Dauphin County, Pennsylvania.
The amendment is effective as of its date of issuance.
This amendment adds provisions to the Technical Specifications to require operability and surveillance of shock suppressors (snubbers) required to protect the primary coolant system and all other safety related systems and components.
The application for the amendment complies with the standards and requirenents of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
