During a site visit to the Three Mile Island Nuclear Station Unit 1 on May 4, 1972, members of the staff of the Directorate of Licensing made the following observations regarding the ring girder of the containment building:

1.

North Section: segments with only upper or lower tendon conduits and bearing plates (90* total) have been completely repaired.

2.

North Section: segments with upper and lower tendon conduits and bearing plates (90' total) have essentially been excavated into solid concrets and reinforcing bars have been removed.

3.

South Section: voids exist in the concrete along the entire 180 degrees to some extent, frequently due to dirt pockets. These voids are less extensive than those initially uncovered along the north segment. The quality of the construction joint between lif t 3 and lift 4 is presently being investigated by core sampling because of possibis dirt accumulation in the joint as evidenced by dirt pockets located along the joint on the surface of the ring gf rder.

The location of the construction joint varies from its desigo location by as much as ona foot.

With reference to Items 1 and 2, the repairs apparently are ber.ng performed in accordance with procedures which you describe in your

" Report on Containment Ring Girder Construction end Repair," dated December 1,1971, and av addenduta thereto dated January 21, 1072. In our letter to you, dated March 23, 1972, we stated that based on our review of these doctanents we find the procedures to be adequate if certain additional provisions are incorporated. In that letter we requested your written committment to the additional provisions. This committment is an outstanding item.

Our evaluation of the repair procedures was based on the asstamption that the entire South Section of the ring girder was successfully constructed without defects as indicated in your submittals. In light of the defects recently uncovered and summarized in item 3 above, a reevaluation appears necessary.

We request that you provide a dstailed description of the defects on the South Section, your proposed repair of the defects and an evaluation of the entire repaired ring girder with respect to the design requirements of the ring girder. We emphasize that the ring girder is a region of stress concentrations and that the entire coneninment structure is designed to withstand an aircraft impact.

We expect your.rcitten reply by May 31, 1972, and wish to discuss the problem with your representatives after that date.
