OGC In our continuing review of your application to operate the Three Mile Island Nuclear Station, Unit 1, we find that additional information is needed to complete our evaluation. The information required is described in the enclosure.

In order to maintain our licensing review schedule we will need a completely adequate response by August 23, 1972. Please inform us within 7 days af ter receipt of this letter of your confirmation of the schedule or the date you will be able to meet.

If you cannot meet our specified date or if your reply is not fully responsive to our requests it is highly likely that t.he overall schedule for completing the licensing review for this projec.t will have to be extended. Since reassignment of the staff's efforts will require completion of the new assignment prior to returning to this project, the extent of extension will most likely be greater than the extent of delay in your response.

METROPOLITAN EDISON COMPANY THREE MILE ISLAND UNIT 1 DOCKET NO. 50-289 5.0 STRUCTURES 5.25 In addition to the four loading cases (normal operation, test condition, accident condition, initial prestress) listed in Addendum #2, present a study of the load combinations which include the operating and design basis earthquake, airplane impact and tornado loads. A listing of minimum safety factors for the same loadings in the repaired girder joints should be included. Where the shear bars are used to carry the bursting forces due to prestress, the tensile stress concentrations due to tendon curvature and the " hole" effect of fibxible' sheathing, the corresponding loads should be included in the analysis.

The effects of shrinkage, creep of concrete, and relaxation of prestressing should be considered in all cases where they may modify the normal forces acting on the horizontal joints and change the friction resistance of the joint.

5.26 It had been agreed previously that welding of rebars will be acceptable only when the conditions listed in Sections 7.0 (Butt Weld Splices), 8.0 (Reinforcing Steel Butt Weld Procedure),

9.0 (Nondestructive Testing of Butt Ueldad Rebar Joints) and 10.0 (Repair of Reinforcing Steel Mechanical Defects by Welding) of Addendum #1 are satisfied.

Indicate compliance with these conditions and the percentages of bars butt welded and/or repaired by welding for the north and south parts of the ring girder separately.

13.0 INITIAL TESTS AND OPERATION 13.3 In reviewing the FSAR with respect to the proposed Power Ascension Testing Program, we find that the following tests, which are listed in the " Guide for the Planning of Initial Startup Programs",

do not appear in Table 13-2:

Loss of off-site power Shutdown f rom outside the control room Generator trip Effluents and effluent monitoring systems Chemical and radiochemical analysis Dropped rod Psuedo rod ejection tests Provide confirmation that these tests will be conducted and indicate the power levels at which the tests will be initiated.
