71 AUG 3 S 572 Mr. James F. Mallay Manager, Licensing Nuclear Power Cencration Babcock & Wilcox P. O. Box 1260 Lynchburg, Virginia 24550
Dear Mr. Mallay:
Uc have been advised that Babcock & Uilcox (ESW) is preparing topical reports concerning (1) the assessment of datage to the Oconec Unit i reactor internals due to flow induced vibration, (2) the redesign of the reactor internals of E&W reactorc to reduce flow induced vibration and (3) the vibration predictions and conitorin3 equipment for the Oconee Unit i vibration testing program.
Because these reports are an essential element of our evaluation of applications for operating licenses for several facilicies, i.e., Oconce !!uclear Station Units 2 and 3, Three Mile Island Nuclear Station, Unit 1, Arkansas Nuclear One, Unit 1, nnd Rancho Seco Nuc1w r Generating Station, ue vill need these topical reports on or before Septcrier 15, 1972.
If you are unable to comply with thic cchedule, it ir likely that the overall cchedule for co:.pleting the licensing revicu for these projects will have to be extended.
Eccnuse B&W has designated Oconce Unit 1 as the prototype reactor for vibration acasurenents, the results of these Oconce Unit 1 =casurenonts will affect a number of facilitics.
If Ocon?c Unit 1 is net properly established as an acceptable prototype, another facility vill need to be established as a prototype or each specific facility will need to perform a couplete program of vibration testing as defined in Safety Guide 20, " Vibration Measurerents on Reactor Internals", before any licensing action can Ec completed. Due to the nutbcr of projects potentially affected, ue believe it prudent to consider contingency plans at this time. Plaase inform us of your proposed course of action in the event that you are not able to establich the Oconce Unit 1 as an acceptable prototype.
Please contact us if you desire eny discussion or clarification of the material requested.
Sincerely, u
R. C. DeYoung, Assistant Director for Pressurized Uater Reactors Directorate of Licensing
