Reading, Pennsylvania 19603 Gentlemen:
The Comonwealth of Pennsylvania and the Nuclear Regulatory Commission (NRC) have recently signed a new contract for the environmental monitoring of selected facilities in Pennsylvania. This monitoring is an extension of the independent measurements aspect of our routine inspection and is undertaken pursuant to the Atomic Energy Act and title 10 Code of Federal Regulations (specificically 30.53, 40.63 and 70.56).
Under the contract, the Commonwealth of Pennsylvania's Department of Environmental Resources and the NRC will plan and carry out a radiological monitoring program around your Three Mile Island site. The monitoring program will include such activities as periodically collecting and analyzing 6plicate and split environmental samples, measuring environmental radiation levels and comparing results with that from your measurements.
The purpose of the contract is to establish a collaborative program between Pennsylvania and the NRC to provide independent measurements of radioactivity in tha environment around selected NRC licensed activities and to provide reasonable assurance that a licensee's environmental measurements are valid and that radioactive measurements are traceable to the National Bureau of Standards.
The State and the NRC will share data and information obtained in the program at the individual sites.
In addition to distributing the information to other interested Federal, State or local agencies, the NRC and Pennsylvania will collaborate in making the program findings publicly available through appropriate publications.
We have made arrangements with Dr. Thomas Jenckes of your staff to hold a meeting at the Observation Center at your Three Mile Island site on May 24,1977, at 10:00 A.M.
During this meeting we will discuss in detail arrangements for your splitting with the Commonwealth of Pennsylvania certain of the environmental samples you are now collecting in accordance with your technical specifications.
