OPERATING LICENSE HO. EPR-50 DOCKET UO. 50-289 Technica2 Specification Chance Request No. Sh The licensee requests that the attached changed page replace page 60 of the existing Technical Specifications, Appendix 3.

Chance Request Section 5 1.D., page 60. (Responsibility) should be changed to read as follows:

D. Reports are submitted and records are kept in accordance with 5.6 and 5.7 of the Environmental Technical Specifications. Violations of these Environ = ental Technical Specifications are investigated and appropriate corrective action taken to prevent recurrence. Responsibility for the independent review functions concerning environmental =atters as defined in section 5 2 of these Eaviron= ental Technical Specifications has been assigned by the Manager - Generation to the Manager - Generation Engineering.

When the review function is performed by the Radiation Safety and Environmental

  • Engineering Section, the Manager - Generation shall ensure that necessary audits of those review functions are performed independently under the direction of the Manager - Operational Quality Assurance.

When organizations other than Metrcpolitan Edison Company are utilized to establish and execute portiens of these Enviromnental Technical Specifications, cenpliance with the Environmental Technical Specifications in such instances shall remain the respcnsibility of Metropolitan Edison Cc=pany.

Section 5.2, page 60. (Orzanization) should be changed to read as follows:

5.2 Creanization Organization of the personnel responsible for implementation, audit and review of these Environnental Technical Specifications including the Corporate level is as shown on Figure 8 of these Environmental Technical Specifications. Reason for Change Request The responsibility for audit functions resides with the quality Assurance Section as directed by Manager - Operational Quality Assurance (CQA).

The secpe of activities for the Operational Quality Assurance Department is established by the Vice President - Generation as preculgated in the Metropolitan Edison Cc=pany Operational Quality Assurance Plan and divisional procedures. Specifically Generation Procedure (GFF) 0002.006,Section III.c) states that a specific function of the Quality Assurance Department is " Reviewing Engineering design changes, procurement specifications, etc. for adequacy of CQA and Technical Specification requirements."

Environmental Analysis Justifying Chance Request The proposed change, if implemented, would not degrade the present environmental =cnitcring program in that the change vould not alter the present program, but only serve to eliminate any ambiguity that may exist concerning Environmental Technical Specification audit responsibility.

Cost / Benefit Analysis Surporting Chance Recuest There is no cost associated with implementaticn of the proposed change other than administrative ecsts associated with processing it. The benefit that would be derived is the elimination of a=biguity as to audit responsibility for the Environmental Technical Specifications.
