Your response dated April 19, 1975 to our request, dateci !'.rch 21, 1975, is inadequate in that you have not sub:nitted proposed Technical $pa.ifications which will prevent further unanticipated radioactive releases from the Three Mile Island Unit i Vent licader System. These Technical Specifications were requested as an interim measure to be effective until completion and testing of the modified Vent IIcader System.

Pursuant to 10 CFR Part 2, Section 2.204, the Counission may modify your facility license by issuing an amendment to the Technical Specifications for Three Mile Island Unit 1.

!!owever, we believe that your direct participation in the preparation of this amendment will assure that the Technical Specifications, as amended, will permit the maximum operational flexibility consistent with the plant design and the need to protect the health and safety of the public.

Please respond to this request within 15 days following receipt of this letter.
