We have reviewed your January 30, 1975 application for license amendment which contained Limiting Conditions for Operation (LCO) and Surveillance Requirements (SR) for installed filter systems. With regard to these proposed technical specifications, we have identified three major areas in which they do not conform to the guidance furnished in our Ictter dated December 6, 1974. These items are as follows:
1.
When the LCO's for the Emergency Control Room Air Treatment System and the Reactor Building Purge Air Treatment System cannot be satisfied, the reactor is to be in cold shutdown after a specified period of time. You had proposed that the reactor Le placed in hot shutdown.
2.
Thi tests and sample analysis for the Auxiliary and Fuel HandMag Exhaust Air Treatment System are to be performed after 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of operation. You had proposed that tests and sample analysis be performed at least once per refueling interval.
3.
The laboratory carbon sample analysis is to be performed at a relativ&
humidity of greater than, or equal to, 95'h.
You had proposed.that the analysis be performed at a relative humidity of greater than, or equal to, 60%.
Within fifteen (15) days following receipt of this letter, please provide a discussion explaining, for each of the above cited items, why conformance with our guidance could not be achieved.
