Kellog, I&E By lettJe dated August 26, 1977, you submitted a report pertstrir; to Three clile Island Nuclear Station, Unit No. 1 (TVI-1) entitled, "Reactcr Containment Du11 ding Ring Girder Surveillance Test Tr.ree Yeare After S.I.T4" This is to advise you that we have concluded our review of the above document. As a result of our review we conclude that the surveillance tests have been performed in accordance with applicable requiremerts and that the safety margins in the structure, at the present time, are adequate. We also conclude that there is reasonable acsurance that the containment structure wiil continue to perform its intended safety function.

The above conclusions are based in part on your commitment te co?.oleta the repairs described and committed to in your letter of June 3, lo77, prior to the end of the refueling outage in 1978.

Section 4.4.2.2.A. of the TMI-l Technical Specifications states, "After the fourth inspection (of the ring girder), the remaining schedule of inspections, if deemed necessary, shall be determised based upon previous results of the ring girder inscection." Because the report transmitted by your letter of August 26, 1977, preseated the results of the fourth inspection, we have also evaluated the need for further inspections. Based on our evaluation, we conclude that if the repairs to the ring girder previously committed to are completed by the end of the 1978 refueling outage, the schedule ard extent of the inspections can be modified. This modified inspectico program and inspection frequency would consist of a visual inspection of the ring girder performed in conjunction with the Inservice Tendor Of $$$l 1493 087 7910800 NM g

Surveillance Program as described in TMI-1 Goecific.ition 4.4.2.1 and Regulatory Position C.3 of Regulatory Guide 1.33, Revision 2.

If the repairs to the ring girder are not completed by the erd ofl1078 refueling outage, we conclude that the ring girdea inspecticn program shohld continue in its present form on an annual basis until the repairs are completed.

Accordingly, you are requested to submit pecposed revised Technical Specifications for ring girder inspection in accordance with the guidance given above for a modified program. Any amendment of your Technical Specifications in this regard, however, would have to await our receipt of notification of the completion of recairs to the ring girder.
