ACRS (16) ray N e RE: THREE HILE ISLAND UNIT NO. I By letter dated flovember 17, 1976, we sent you a document entitled "HR0 Staff Guidance for Cor:tplying with Certain Provisions of 10 CFR 50.55a(g), Inservice Inspection Requirements".
In addition to clarifying the proper methods for complying with the regulation, this guidance provided a general outline of the type of infomation that the NRC staff would need to review inservice inspection and testing programs, and to evaluate requests for relief from ASME Code requirements that are determined to be impractical for a facility.
After reviewing a number of submittals relating to s50.55a(g) requirements from various iicensees, we have concluded that additional guidance would be useful to all licensees to aid in the preparation of these submittals, and to expedite the NRC staff review and approval of the proposed programs and any requests for relief frera certain ASME Code requirements. The need for this guidance is particularly evident for the pupip and valve testing requirenents.
Enclosed for your use is the "NRC Staff Guidance for Preparing Pump and Yalve Testing Program Descriptions and Associated Relief Requests Pursuant to 10 CFR 50.55a(g)". This enclosure defines the recuired scope of a pump and valve testing program, itemizes the specific infomation needed for staff review, and provides guidelines for semitting information to support requests for relief from any ASHE cod requirecents found to be impractical for a facility. Hetropolitan Edison Company you in our previous letter. Although the enclosure specifically addresses pu:::p and valve testing requirements only, the same level of detailed infomation identified in this guidance snould also be provided in inservice inspection progran submittals.
We request that you follow the enclosea guidance to the greatest extent possible when subaitting proposed inservice inspection ano testing programs and requests for relief from ASNE Code requirecents, and when responding to additional infomation recuests from the staff.
Your adherence to this guidance will minimize the NRC staff review time needed to approve your proposed programs ano associated relief requests.
