Three Mile Island Nuclear Station Unit I (TMI-1)

Docket No. 50-289 Operating License No. DPR-50 Technical Specification Change Request No.11, Amendment 2 Licensee requests that the enclosed page h-36a be substituted for the existing page h-36a of Technical Specification Change Request 11.

Reason for Chance Request While beginning the first-year Tendon Surveillance Inspection, it was discovered that the Met-Ed testing equipment was too large to test several of the tendons selected for inspection. In an effort to ninimize 'any changes to the required program, a call was made to our vendor to determine the size of the vendor's testing equipment. It then appeared that the vendors equipment would fit all but one tendon, and it was requested that this tendon be changed in Amendment 1 to Change Pequest 11. When the vendor actuall.' attempted to utilize his equipment on tendons H-2h-009 and H-2h-Oh7, it was found that they were not accessible for testing without extre=e, inappropriate acticns such as chipping of concrete. With the incorporation of this change, all tendons to be tested during the first inspection period have been verified to be accessible.

Preliminary review indicates that similar inaccessible tendon problems may exist for subsequent inspection periods. Changes regarding these tendons vill, however, be submitted at a later date.

Safety Analysis Justifying Change The proposed change involves substitution of two tendons in the first tendon surveillance inspection period. The tendons (H-2h-009 and H-24-018 and replacement tendons H-2h-021 and H-2h-Oh7) are estimated to have approxinately the same probability of corrosion and have a similar function in overa:.1 structural capabilities and properties of the structure. The substitution does not affect the randomness or the representative nature of the hoop tendons selected for inspection. Thererore, we have determined that the change does not involve an unreviewed safety question as, if implemented, it:

a. vill not increase the probability or occurrence of consequences of an accident as analyzed in the TMI-l Final Safety Analysis Report (FSAR)

b. vill not increase the probability of an accident not described in the FSAR

c. vill not reduce the margin of safety defined as the basis for any Technical Specification.
