3.9 RADIOACTIVE MATERIALS This section has been included in the Environmental Technical Specifications.

3.10 MISCELLANEOUS RADIOACTIVE MATERIALS SOUR CS Anulicability Applies to byproduct, source, and special nuclear redioactive material sources.

Ob.iective '

To assure that leakage from byproduct, source, and special nuclear radioactive material sources does not exceed allevable limits.

Snecification, 3.10.1 The source leakage test performed pursuant to Specification 4.13 shall be capable of detecting the presence of 0.005 pCi of radioactive material on the test sa=ple. If the test reveals the presence of 0.005 pCi or more of recovable contacination, it chall it=ediately be withdrawn from use, decontaminated, and repaired, or be disposed of in accordance with Coc=ission regulations. These quantities of byproduct =aterial that exceed the quantities listed in 10CFR 30.71 Schedule B are to be leak tested in accordance with Specification 4.13. All other sources (including alpha emitters) containing greater than 0.1 microcuries are also to be leak tested in accordance with Specification 4.13.

3.10.2 A co=plete inventory of licensed radioactive materials in possession shall be maintained current at all times.

Bases Ingestion or inhalation of source caterial may give rise to total body or organ irradiation. These specifications assure that leakage from radioactive caterial sources does not exceed allovable limits. In the unlikely event that those quantities of radioactive by-product raterials of interest to this specification which are exempt from leakage testing are ingested or inhaled, they represent less than one maximum per=issible body burden for total body irradiation. The limits for all other sources (including alpha esitters) are based apen 10 CFR 70.39(c) limits for plutoniu=.

f. The license 9s have satisfied the applicable provisions of 10 CFR Part 1k0, " Financial Protection Require =ents and Inde=nity Agree =ents," of the Co==ission's regulations ;
g. The issuance of this operating license vill not be inimical to the co= mon defense and security or to the health and safety of the public;
h. After weighing the enviro = ental, economic, technical, and other benefits of the facility against environ = ental costs and considering available alternatives, the issuance of Facility Operating License No. DPR-50 is in accordance with 10 CFR Part 50, Appendix D, of the Co==ission's regulations and all applicable require =ents of said Appendix D have been satisfied; and
1. The receipt, possession, and use of source, byproduct and special nuclear =aterial as authorized by this license rill be in accordance with the Co==ission's regulations in 10 CFR Parts 30, ho and 70, including 10 CFR Section 30.33, ko.32, 70.23 and 70.31.
2. Facility Operating License No. DPR-50 is hereby issued to the Metropolitan Edison Company, Jersey Central Power and Light Co=pany and Pennsylvania Electric Co=pany to read as follows:
a. This license applies to the Three Mile Island Nuclear Station, Unit 1, a pressurized water reactor and associated equipment (the facility),

owned by the licensees and operated by Metropolitan Edison Company.

The facility is located in Dauphin County, Pennsylvania and is described in the " Final Safety Analysis Report" as supplemented and a= ended (A=end:ents 1 through kT) and the Environ = ental Report as supplemented and a= ended (Amend =ents 1 and 2).

b. Subject to the conditions and rec tire =ents incorporated herein, the Co==ission hereby ll:enses:

(1) Metropolitan Edison Company, pursuant to Section 10hb of the Act and 10 CFR Part 50, " Licensing of Production and Utilization Facilities," to possess, use, and operate the facility; and Jersey Central Power and Light Cc=pany and Pennsylvania Electric Co=pany to possess the facility in accordance with the procedures and li=itations set forth in this license; (2) Metropolitan Edison Co=pany, pursuant to the Act and 10 CFR Parts 30, ho and To to receive, possess and use at any time any byproduct, source and special nuclear =aterial as reactor fue! ,

OPERATING LICENSE NO. DPR-50 Docket No. 50-289

1. Technical Specification Change Reouest No. 21 The Licensee requests that the following changes be made to the Operating License and Appendix A of the Technical Specifications.

Proposed changed pages are attached.

a. For the TMI-1 Operating License, page 2, part 2.b. (2), change the last two lines to read " calibration, and as fission detectors in the amounts as required in accordance with limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended."
b. On page 3-46, Specification 3.10.1, Delete the last sentence and add "Those quantities of by-product material that exceed the quantities listed in 10 CFR 30.71 Schedule 3 are to be leak tested in accordance with the schedule shown in Specification 4.13. All other sources (including alpha emitters) containing greater than 0.1 microcuries are also to be leak tested in accordance with Specification 4.13."
c. On page 3-46, 3.10, add Bases Ingestion or inhalation of source material may give rise to total body or organ irradiation. These specifications assure that leakage from radioactive material sources does not exceed allowable limits.

The limits for all other sources (including alpha emitters) are based upon 10 CFR 70.39 (c) limits for plutonium.

2. hason for Proposed Chayn .;

The proposed change was requested by Mr. George Lear of the NRC in his letter of January 8,1975. The change makes these specifications consistent with the current standardized Technical Specifications.

3. Safety Analysis Justifying Change As additional requirements are imposed, the change provides further protection of the health and safety of the public. No unreviewed safety questions are involved.
