We had a meeting with you and your coatractors and consulants on December 19, 1968 to discuss the issues on the Three Mile Island Nuclear Station that were not fully resolved during the constructica permit review. We indicated that our review of your application for a Provisional Operatin6 License, to be filed at a later date, can be expedited by your filing selected infomation as it becomes available.

The topics, including availability dates, were discussed at the meet-ing. Further details n'. contained in Attachment A to this letter.

In our opinion, submittal of information relative to the items in Attachment A can properly be deferred until your application for a provisional operating license is filed. De believe, however, that potential delays in the opcrnting licensa review night be avoided b-y an early response to the concems expressed in the attachment.

He also discussed airplane hardening of critical structures and the design of the reactor building fan coolers. Amendments 8, 9, and 10 to your construction pemit application discussed the design criteria to be used. This design vill be the first of a kind for nuclear power reactors under our regulatory purview. Chany s in the design vould be quite difficult to acco=plish after constru: tion is fiaished.
