Gray File By letter dated March 16, 1977, we requested that you determine if the individual perfonning the function of Radiation Protection ihnager (RPM) at the Three Mile Island Nuclear Generating Station, Unit No.1 (TMI-1) meets the minimum qualifications of Regulatory Guide 1.8, September 1975. We further stated that.if the RPM is so qualified, you should propose a technical specification which states that "the RPf1 shall meet or exceed the qualifications of Regulatory Guide 1.8, Septerter 1975." On the other hand, if.the present incunbent does not meet the minimun requirements of the guide, we requested that you advise us of this fact and provide a written comitment that the successor to the incuntent will be so qualified and that you will propose a technical specification to that effect at the time a successor enters that position.

By letter dated May 23,1977','you submitted a request for amendment of the THI-l Technical specifications which would define the qualifi-cations for the Supervisor-Radiation Protection and Chenistry and for the Radiation Protection Supervisor. Your submittal, however, did not state whether the incuntents of these positions meet the qualifications for the position of RPM as stated in Regulatory Guide 1.8, September 1975, nor did your submittal utilize the suggested wording for the technical specification, which references Regulatory Guide 1.0, September 1975.

We do note, however, that if the qualifications given in the. proposed technical specifications represent tho::e of the present Supervisor-Radiation Protection and Chem.istry and the. Radiation Protection Supervisor, 1491 189 7910300 E97 g

Accordingly, you are requested to:

1.

Indicate whether the incurtent Supervisor-Radiation Prote.an and Chemistry is qualified in accordance with the requiremnts of Regulatory Guide 1.8, September 1975, and 2.

If the incumbent is so qualified, & mend your request of May 23, 1977, to delete reference to the i<adiation Protection Supervisor and state in Section 6.3 of the TNI-l Technical Specificati:,ns that the Supervisor-Radiation Protection and Chemistry shall meet or exceed the qualifications for a Radiation Protection llanager as stated in Regulatory Guide 1.8, September 1975, or 3.

If the incumbent is not so qualified, withdraw your request of May 23, 1977, and provide a cornitment that the eventual successor to the incumbent Supervisor-Radiation Protection and Chemistry will be so qualified and that a technical specification to that effect will be submitted when the successor enters that position.

It is requested that the above information be submitted within 45 days of receipt of this letter.
