This Technical Specification Change Request is submitted in support of Licensee's request to change Appendix A to Operating License No. DPR-50 for Ihree Mile Island Nuclear Station Unit 1. As a part of this request, proposed replacement pages for Appendix A are also included.

Operating License No. DPR-50 Docket No. 50-289 Technical Srecification Change Recuest No. 29 The licensee requests that the attached figures replace figures 3.5-2B and 3.5-2C of the existing Technical Specifications.

Reason for Pronosed Chance At the time that figures 3 5-2B and 2C vere produced, it was not reccgnized that specifying hh0 EFPD in note 2 vould result in any operating inconvenience.

However, in order to implement figure 3.5-2C at hh0 EFPD, a pcVer reduction is necessary and this could be required at an inappropriate time such as during peak load. Therefore, to pernit an orderly transition (during a non peak situation such as a weekend) to operation under figure 3.5-2C, note (2) should be changed to clarify that this transition is made at hkO1 10 EFPD.

Safety Analvsis Justifying Chance The analysis perforned to develop figures 3.5-23 and 2C provided for a hh01 10 EFPD transition between the two figures, therefore, this change only clarifies that ! 10 EFPD is allowed for transition to operation under figure 3.5-2C.

Since this change only itcolves a clarification of existing specifications, this change does not rep.asent a threat to the health and safety of the public.
