Reason for Proposed Change

'4hile conducting the Tendon Surveillance Program during June,1975 field personnel were exposed to excessively high te=peratures (approximately 135 F) while testing Hoop Tendon H-13-028. Further, during the first inspection period it was noted that during the inspection of certain tendons personnel were required to work in the discharge path of the steam vents (these tendons were inspected during an outage). Also, other tendons designated for inspection by our present Technical Specifications are not accessible. The reason for this proposed change, therefore, is to change the Technical Specifications so that only accessible tendons are specified to be tested.

Safety Analysis Supporting Change The substitute tendons designated in this change request vill provide

( approximately the same probability of corrosion, have similar structural functions and have been selected to provide a rando= but representative sa=pling. The substitute tendons do, therefore, satisfy the same requirements by which the original specified tendons had been selected, and for this reason this change request does not constitute an unreviewed safety question, and does not pose a threat to the health and safety of the public.
