TBAbernathy Basic reporting requirements for non-routine events occurring at T'!I-l are set forth in the EI-1 Technical Specifications, Appendix A. Section 6.9.2.
Additional guidance on reporting such events is given in.'iRC Regulatory Guide 1.16 which states in Sections C.2.a and b that "the written followup report should include, as a minimum, a ccmpleted copy of the licensee event report form (see Appendix E to this guide) used for entering data into the ilRC's computer - based file of infor ation concerning licensee events."
Examination of recent subnittals of non-routine reports frem TMI-l reveals that the licensee event report fom has not been included as part of the followup report. We believe this is undesirable because of the possibility of error or nisinterpretation which could occur as the staff completes these forms without the benefit of your review to assure their correctness.
In this regard we would like to point out that this concuter - based file of licensee event reports can be of considerable value in identify-ing ceneric problens. Further, this file is not restricted to the use of the !!RC, but is also available for use and is being used by industry and the public; ard, in fact, such use is encouraged. Specifically, you may avail yourself of searches involving your own facility at no charge, or may obtain generic industry-wide searches for a very noninal fee.
In addition, you already receive one copy of the monthly surr.ary of all licensee event reports received by the liRC during each ronth and can receive additional copies if you will advise ~s of the desired addressees.
