King of Prussia, Penna. 19406 Gperating 1.icense DPR-SD Decket 50-289 StBJECT: Unplanned Release of Radioactive Material at Three Jille Island thmugh the Auxiliary Building Exhaust Vent

Dear Mr. G'aeilly:

This telegram is to confirm the conversation between Mr. Ralph Neyer

{ Region I-NkC) and J. J. Colitz (TMI Hoit I Superintendent) at 1615 hours0.0187 days
0.449 hours
0.00267 weeks
6.145075e-4 months
26 Jkevember 1975.

On 25 fbvenber 1975 between 1754 and 1835 hours0.0212 days
0.51 hours
0.00303 weeks
6.982175e-4 months
an inadvertent nicase of radioactive material occurred over a period of approximately l

forty-one (41) minutes.

The inadvertent radioactive mterial release occurred due to the 4

overflow of approximately 800 gallons of reactor coolant'from the S Reac*ar Coolant Bleed Tank into the Auxiliary Building siznp. The radioactive gases dissolved in the coolant evolved into the starp air space which is ventilated directly into the Auxiliary Building Exhaust system.

Analysis of the Auxiliary Building Vent 11aticn Exhaust snanitor I

(RM-A8) recorder chart and local sarnples indicated the radioactive material released was predominantly 133Xe (assumed to be 100j)[1/sec 3

and that the instantaneous noble gas release rate was 3.8x10-3 which is below the technical scecification limit of 1.2x105 M /sec.

The average release rate over the forty-one (41) minute period of this release was 1.61x102 M3/sec with a total gas release of achle gas of e118 curies.

g 2fr. J. P. O'Reilly, Director Novester 26, 1975 Corrtetive action which was taken was to terminate the reactor coolant bleed to the B Reactor Coolant Bleed Tank and select the C Reactor Coolant Bleed Tank to receive letdown from the Reactor Coolant System.

Very truly yours, g.g. aa:p J. J. Coliti Unit I Supertotendent h lifie Island fluclear Station JJC/nif i
