COMMITMEITS ON URC letter dated September 13, 1979 requested that consumers Pcwer Cc=pany agree to certain actions identified during NRC staff review of the Three Mile Island (TMI) accident.
Specifically, Consumers Power Cc=pany was requested to ecmit to implementation of the recc=endations contained in NUREG-0578, "TMI-2 Lessons Learned Task Force Status Report and Short-Ter= Reco==endations,"
to installation of contairment water letet, pressure, and hydrogen =cnitcring equipment, to installation of remotely operable vents for reactor coolant syste=
high points, and to upgrading of emergency preparedness.
Detailed schedules for accc=plishing these actions were included in the NRC letter.
Consumers Power Cc=pany agrees that evaluation of the TMI accident indicates a need for certain =cdifications to operating nuclear power plants and to methods of plant operation.
Consumers Power Company intends to ec= ply with the recc==endations in the Septe=ber 13, 1979 URC letter, in accordance with the schedules in the NRC letter wherever pcssible.
Ycur staff vill be specif-ically informed of any instances in which equipment availability or other factors will prevent meeting the established schedule.
The Boiling Water Reactor Owners Group which was formed to address issues raised by the TMI accident has formulated specific criteria for i=plementing each of the recensendations cited in the September 13, 1979 NRC letter (except those in the area of energency preparedness).

g presently evaluating the applicability of these reco==endations to Big Rock Point. The Owners Group criteria are expected to be submitted to the URC frcm the Owners Group Chairman concurrently with this letter.
After reviewing the Owners Group submittal, Consumers Power Company vill submit a letter describing our intended actions for Big Rock Point. We vill either endorse the Owners Group criteria or describe an alternative action for Big Rock Point for each recctmendation.
