APPENDIX _A NOTICE OF VIOLATION Boston Edison Company M/C Nuclear Docket No. 50-293 Based on the results of an NRC inspection conducted on June 26-29, 1979, it appears that one of your activities was not conduct:d in full compliance eith the conditions of your NRC Facility License 49 DPR-35 as indicated below.

Technical Specification (TS) Table 4.2.8 requires a minimum calibration frequency of once per operating cycle for the Emergency Bus Voltage Relays.

T5 1.0 defines the operating cycle interval pertaining to instrument and electrical surveillances as never to exceed 15 months...

TS Table 4.2.F requires a minimum calibration frequency of once per six months for surveillance instrumentation, including Drywell Pressure PI-5067A, Torus Pressure PI-50678 and Jrywell/ Torus Differential Pres-s"re PI-5021.

Contrary to the above, as of June 29, 1979, the above surveillance frequency requirements were not properly satisfied in that:

Emergency Bus Voltage Relays were last calibrated September 27, 1977, a period in excess of 15 months; and PI-5067A, PI-50678 and PI-5021 exceeded the minimum calibra-tion frequency of once per six months.

The above surveil-lance instruments were incorporated into TS Table 4.2.B by Amendment 31, effective June il, 1978.

The three pressure indicators had not been scheduled for calibration, nor had procedure oeen written to detail the method of performing t' e calibration.
